Our mission
The mission of REACTUS is to prepare companies to operate lawfully in the defence and strategic markets by providing comprehensive legal, organisational and procedural support. That work covers obtaining a licence from the Polish Ministry of the Interior and Administration (MSWiA) for business activity in the manufacturing of and trade in explosives, weapons, ammunition and products and technology intended for military or police use; implementing the Internal Control System for such trade; and setting up a classified information protection system in order to obtain a facility security clearance.

Who we are
REACTUS is a consultancy specialising in obtaining MSWiA licences under the Act of 13 June 2019 on conducting business activity in the field of manufacturing and trading in explosives, weapons, ammunition and products and technology intended for military or police use (consolidated text: Journal of Laws 2023, item 1743), as well as in implementing the Internal Control System (ICS), industrial security, and the fire, technical and physical protection of facilities — including sites of special purpose.
Our team is made up of practitioners: former officers, specialists and inspectors from various fields of licensed activity and defence trade, along with experts in related disciplines and legal advisers with many years of experience in the defence sector.
Every project runs on a partnership model — the client is assigned a dedicated expert responsible for the relevant area, with a project coordinator overseeing the engagement as a whole.

Andrzej Pilucik
MSWiA licensing expert
A graduate of the Military University of Technology in Warsaw. Since completing his military service in 2006 he has worked for institutions supervised by or subordinate to the Ministry of National Defence: the Military Property Agency (AMW) and the Military Institute of Armament Technology (WITU). Since 2016, holding MSWiA licence no. B-094/2016 of 19 October 2016, he has run his own consultancy, REACTUS Andrzej Pilucik, specialising in advisory work and training on the Act of 13 June 2019 on conducting business activity in the field of manufacturing and trading in explosives, weapons, ammunition and products and technology intended for military or police use (consolidated text: Journal of Laws 2023, item 1743) and its implementing regulations. His work combines theory with hands-on experience from earlier roles in licensed activity: Director of Special Trade at AMW and Licensing Plenipotentiary to the Director of WITU.
